About the Organiztion: The RTA's primary responsibility became financial and budget oversight of CTA, Metra and Pace. The RTA also was given responsibility for regional transit planning issues. The RTA's oversight responsibility is guided by the RTA's Board of Directors, who approve an annual budget and two-year financial plan. The Board consists of 12 members and a chairman appointed from the six-county region. The RTA Board also is required annually to review and approve a five-year capital plan, which is a blueprint of the capital activities to be funded by the RTA and executed by the CTA, Metra, and Pace. CTA, Metra and Pace are each led by a Board of Directors which determine levels of service, fares and operational policies. The CTA is governed by the Chicago Transit Board whose seven members are appointed by the Mayor of Chicago and the governor. Metra's Board consists of seven members appointed by the region's county boards and the Mayor of Chicago. Pace is governed by a 12-member Board made up of current and former suburban village presidents and mayors. The RTA is the second largest public transportation system in North America as measured by unlinked passenger trips and provides more than two million rides daily. The combined assets of the RTA are valued at more than $27 billion and include 4,800 bus and rail cars plus 600 vanpool vehicles. The system covers 7,200 route miles in the six-county region that currently has a population of approximately eight million people. About the Host: The department in which Joseph G. Costello works overseas finance, accounting, budgeting, treasury, HR, procurement and IT. Mr. Costello has served as Chief Financial Officer of the RTA since 1995. Prior to that he worked as a Financial Controller for a multinational transport and logistics company. Previously, Mr. Costello held various management positions with two multinational concerns after serving as an auditor with Price Waterhouse (now PriceWaterhouseCoopers). Mr. Costello received a bachelor’s degree in accounting from the University of Illinois at Chicago and an MBA from the University of Chicago. Mr. Costello has his CPA certificate from the State of Illinois, and its government equivalent, Certified Public Finance Officer, from the Government Finance Officers Association (GFOA). About the Host: Rick Mattoon is a senior economist and economic advisor in the economic research department of the Federal Reserve Bank of Chicago. Mr. Mattoon's primary research focuses on issues that face the Midwest regional economy. His analysis of electricity restructuring and energy issues, higher education policy, regional economic development and state and local government finance has appeared in numerous publications. Mr. Mattoon also serves as an adjunct associate professor at the Kellogg School of Management at Northwestern University. Mr. Mattoon began his career at the Chicago Fed in 1990. In 1997, he left the bank to serve as a policy advisor for economic development, energy and telecommunications to the Governor of Washington. He later served as director of policy and legislation for the Washington Utilities and Transportation Commission. He returned to the bank in 2001.

About the Organiztion: The United States Attorney for Southern District of Florida is the chief federal law enforcement officer in the district and is organized as follows: Executive Division, Administrative Division, Appellate Division, Civil Division, Asset Forfeiture Division, and Criminal Division. In addition to the Miami office, there are staffed branch offices in Ft. Lauderdale, West Palm Beach and Ft. Pierce, and an unstaffed office in Key West. The externship will be an interesting and lively experience, but it is hard to predict court and work schedules. During the externship, Ms. Heck-Miller and her colleagues may be in trial, or doing office work and research. Either way, you will have an opportunity to observe federal court proceedings, and to participate in legal research. Exerns are also required to go through a background check and complete confidentiality paperwork in advance.
About the Host: Caroline Heck Miller is currently senior litigation counsel for the U.S. Attorney's Office for the Southern District of Florida in Miami, where she litigates a wide variety of criminal cases including human-rights offenses, financial institution fraud, espionage and hazardous materials. Caroline Heck Miller, A.B.'71, majored in English in the College and was editor of the Maroon and active in University Theatre. Ms. Miller became a federal prosecutor after first working as a journalist. She interned at the Washington Post, and, following graduation from the College, covered the courts for the St. Petersburg Times and worked as a reporter for the Miami Herald. She attended Harvard Law School in 1976-79. She was admitted to the U.S. Attorney General's Program for Honors Law Graduates in 1979 and assigned to the Department of Justice's Criminal Division in Washington. In 1980, she was named an Assistant U.S. Attorney in the Southern District of Florida. Since then she has held a number of positions at the U.S. Attorney's Office including Chief of the Economic Crimes Section and Professional Responsibility Officer. She has performed special assignments for the Department of Justice, including participating in an in-country assessment of the criminal justice system of Pakistan in 2002.

About the Organiztion: The Iraq Policy and Operations Group assists in the interagency coordination of the multi-faceted involvement of US government agencies in Iraq. Established after Iraq’s interim government assumed sovereignty over the country’s affairs, the IPOG is chaired by a Deputy Assistant Secretary of State and a Senior NSC Director for Defense Policy. The IPOG conducts daily video teleconferences on such issues as infrastructure, reconstructions, security and elections planning in Iraq. In addition, the team coordinates Congressional briefings, reporting on Iraq and other interagency collaboration projects. www.state.gov (look for the US Embassy Baghdad website) and www.bearingpoint.com. This externship requires that the person be a United States citizen either by birth or naturalization (for security clearance purposes). The extern should have a working knowledge of the US government foreign policy structure, including the Department of State, the NSC, the Pentagon, etc. The candidate will need to be high-energy, very professional and culturally sensitive.
About the Host: Linnea Bohn works for BearingPoint and is the Director of the Iraq Policy and Operations Group at the Department of State. She has a team of 15 people who work to support interagency collaboration on all Iraq issues. She graduated from the University of Chicago in 1988 with a Political Science/French degree. She also has an MA from Columbia in International Finance, 1997. She spent nine years in the Foreign Service serving in Lithuania, the United Nations in New York and at the Office of Foreign Missions in San Francisco. She spent four years in International Business Development at Macromedia, Inc. then came back to be the Special Assistant to the Assistant Secretary and Chief Financial Officer at the Department of State in 2003. In June of 2004, she left that job for BearingPoint and the opportunity to build and lead this Iraq team - in DC and in Baghdad.

Through an active outreach program, including conferences, international exchanges, and publications, the Institute seeks to promote wider understanding of emerging international security challenges and defense policy options. About the Host: Jim Przystup studied Japanese at Columbia University and at Keio University in Tokyo. From 1994 to 1998, Mr. Przystup served as the Director of the Asian Studies Center at The Heritage Foundation. For close to twenty years, he has worked on Asia-related issues. He served on the staff of the United States House of Representatives' Subcommittee on Asian and Pacific Affairs; in the private sector at Itochu and IBM World Trade Americas/Far East Corporation; and in the United States government on the Policy Planning Staff at the Department of State and in the Office of the Secretary of Defense as Director for Regional Security Strategies on the Policy Planning Staff. In 1983-84 Mr. Przystup served as the Deputy Director of the Presidential Advisory Commission on U.S.-Japan relations. He has specialized in Asian security issues in particular the US-Japan and the US-Republic of Korea security relationships. Mr. Przystup was presented with the State Department's Meritorious Honor Award in 1989 and in 1991; he also received the Defense Department's Outstanding Achievement Award in 1992. Currently, at Institute for National Strategic Studies, he is involved in long-term strategic planning toward East Asia and on-going policy toward Japan, Korean Peninsula, China and Southeast Asia. Mr. Przystup has expertise in Foreign Policy, National Security Policy and East Asia.

Responsible for executive management of all aspects of operations, including strategic planning, resource allocation, intergovernmental affairs, technology investment, business process reengineering, and policy formulation. This position follows 4 years at World Business Chicago, an economic development not-for-profit established by Mayor Daley to promote Chicago as a business location. Previously served in the City of Chicago’s Office of Budget & Management as a project manager on several high-profile efforts related to process improvement and better service to the business community. Jodie also served as the policy lead on Mayor Daley’s last two campaigns. Ms. Winnett has this to say about the IL Dept of Revenue Externship: "Taxes are fun! The process of setting tax policy and raising revenue makes all of the other functions of government possible. We've hosted an intern for the past several years, and we provide you really great access to all sorts of meetings and decision makers. We also provide an all-expense paid trip to Springfield, IL for one night (if you can make it); where you will have the opportunity to visit the Capitol while the legislature is in session."

He has expertise in urban air quality planning. As the Senior Planner in the Air Planning department of the US EPA, his duties include overseeing the state air quality planning. He has work experience in private engineering consulting focusing on industrial wastewater treatment; industrial air permits; urban air quality programs. Mr. Kelly believes that there are a lot of reasons to consider working for the federal government that the extern may not know about. Seeing how his office functions would give the extern insight into the similarities and differences between public and private sectors.
